One question that students often ask is about the cost of tuition and the cost of tuition in comparison to other colleges in the area. Sometimes what seems to be a simple question is not quite as simple as it seems.  California residents do not pay tuition.  They pay an "enrollment fee," which for academic year 2011-2012 is $36 per unit. The rest of the cost  per unit is paid by taxes.  (Most courses are 3 to 5 units, meaning that they meet from 3 to 5 hours per week during the semester.)  International students are required to pay the enrollment fee and an amount equivalent to the state (tuition) and federal(capital outlay fee) tax contributions to the per unit cost of classes.  The enrollment fee is standard throughout the state, but tuition and capital outlay fees vary by college district.  Thus, instead of asking what the tuition is, students need to ask what the total cost per unit of classes is.  The total cost per unit of classes is what the international student will actually pay.   Formulating the question correctly, the student would quickly discover that the total cost per unit of classes at L.A. Harbor College is $243 while in other college districts the cost per unit may be significantly higher.  Factoring in cost with the opportunities that L.A. Harbor College's Transfer and Honors Transfer Program agreements offer with prestigeous public universities in the University of California and California State University systems, as well as with private California universities and colleges, makes it clear that a decision to come to Harbor College is not a difficult one to make.
