1.                  APPROVAL OF MINUTES – 10/5/00

The Minutes of 10/5/00 were approved with one correction.  Josh Abarbanel should be listed as a guest instead of faculty representative.

      2.         USE OF E-MAIL

Dr. Spink emphasized the importance of members downloading their e-mail, which contained the minutes of the last meeting.  If there is a problem downloading, please contact the appropriate secretary.

      3.         DISTRICT LEGISLATIVE IDEAS

Dr. Spink distributed the District Legislative Ideas.  Mrs. Smith suggested that we add an item about the growth cap of 4%.  It is believed that the State should give the community colleges a higher one.  After much discussion, it was decided that Dr. Spink would add this particular item to the list.

Mr. Rosas indicated there is no incentive or penalty for not operating at the 75-25% in the LACCD.  This is an academic issue.  Mrs. Smith pointed out that the District Budget Committee has a subcommittee, which is addressing these kinds of issues.  It was agreed to encourage the District Budget Committee to seek some form of support for those colleges at 75% full-time faculty.

It was questioned why Harbor College is not listed on the current capital projects list.  We received 3 million dollars last year for a fire alarm system.

    4.           OPEN FORUM ON FACILITIES ASSESSMENT NEEDS

There will be an Open Forum on the Facilities Assessment Needs on Friday, October 27th, from 10 a.m. to 12 noon.  Dr. Spink has invited about 30 community leaders to help provide input.  After the forum the PAC will meet to discuss any last-minute changes.  The assessment needs list will be prioritized at the November 9th Cabinet Meeting.  We should be able to get the top 5 to 6 priorities into the paperwork of the bond issue.  It was pointed out that two colleges have included rather big packages amounting to 45 million dollars each project (Pierce and West).

  5.             CANDIDATES FORUM

Ms. Malone announced that the October 24th Candidates’ Forum has been canceled because most candidates could not be here.

  6.             CHARITABLE FUNDRAISING CAMPAIGN

Dr. Bossler gave his pitch on the charitable fundraising campaign.  He and Ms. Youins will be coordinating the campaign.  This consists of the United Way, Brotherhood Crusade and other agencies.  He plans to have a breakfast to lead off the campaign and he hopes everyone will give something so that Harbor College is the #1 giver.

The next meeting will be held Thursday, November 2, 2000, 2 p.m. in LRC 125.  Dr. Spink will be unavailable and Mr. Rosas will chair the meeting provided there is an agenda.
