Meeting called to order at 2:05 p.m.

I. Approval of Agenda

The agenda was accepted as presented.

II. Approval of Minutes

Minutes from the October 1 meeting were accepted as presented.

III. Vice President’s Report

Budget – On day there will be good news about the budget, but not now. The college does not have a final recommendation from the Fiscal Policy and Review district committee reviewing our deficit plan to decrease the deficit from $3 million to $1.5 million. The committee requested additional information and had specific questions including why Student Services did not propose cuts in athletics and counseling; the committee did not feel that Administrative Services had cut costs by 10%, and Title V grant funding of only .5 FTE for the VP of Economic Development position. It was noted that athletics cut $300,000 last year and that counseling has nothing to cut. A number of counseling employees are already funded from categorical. The governor’s proposal includes elimination of the 0.68% COLA; a temporary increase in the sales tax by 1.5%; an increase in unit fee to $26/unit in January 2009 and $30/unit in July 2009; and taxes in other areas. The chancellor will work with the college presidents. Dr. Blackburn noted the state may stop funding grants. There was a question on state funding for the new library. No area appears to be safe.

 

Proposition J passed providing Harbor with approximately $250 million for building projects including a new physics building, a life science building, new student center, and two parking structures (one on Figueroa Place near the Wellness Center; and one on L Street). The new Student Center will house a new bookstore, restaurant, DSPS, Student Activities Center, and Health Center. Funds will also allow completion of renovations of the fine arts, nursing and music buildings. Funds for landscaping are also included.

Construction

· Chevron will put solar panels above the parking structure and an anti-graffiti coating will be applied to the building, along with a liquid to keep windows clean.

· We will be able to move into the Student Services building in stages after 12/18. Move-in for the NE Academic building is early January. The Technology building is currently getting new furniture and plans to move in December.

· Student Services move depends on a last few items. Pinnacle One is checking on prices for glass cases/racks; and an electronic numbering system. There is a MOVE meeting 11/13. More boxes and crates will the available next week. Systems in the old building will not be turned off until they are operational in the new facilities. Areas may continue to work in the old buildings.

· Project J will allow the college to purchase lands such as the vacant lots and hotel on PCH which could be used as a dorm, and the Denny’s restaurant which could be utilized as part of the culinary program.

· PE Wellness center will be complete in October 2009.

· CDC will be complete in July 2009.

· Construction of the library and parking structures can begin this spring. There will be security systems in the parking structures.

· Theater – will be open in the spring with new carpets and rigging on the stage.

· There will be grand openings for the CDC and other buildings as they open

Earthquake Drill – the entire state is participating in an earthquake drill November 13 at 10:00 a.m. Experts say a quake along the San Andreas Fault could start in San Diego and extend to Lancaster.

Registration Planning Committee – A. Patterson will form a Registration Planning meeting with a focus on the registration process and activities. Everyone is invited.

Retreat Planning – Plans for a January 16th Student Services retreat funded by Staff Development was discussed. A sub-committee is working on a location. Focus of the retreat will be SLO measurement, program review/unit plans, and possibly a tru-colors activity, which is a personality inventory.

IV. Accreditation Progress Report

The accreditation progress team visited 2 days last week. Members were from Hawaii and Sacramento. The college has 2 years to complete areas to be followed up on. The team met with CPC, campus leaders, cluster representatives and traveled downtown to meet District personnel. Everything appeared to go well. The college can anticipate a report in January. Our next mid-term report is due March 2009 which will look at progress results.

V. Items from the Floor

· Newsletters – there will be a new newsletter with locations in the new building in the spring. EOPS and Matriculation have produced great newsletters recently

· Discussion on how to notify students of the move. We can prepare notices/flyers to get out the details ahead of the actual move.

· A. Patterson will send an e-mail for the Registration Planning Meeting.

· ASO – cameras in the parking lots seem to disappear.

· ASO will host a turkey bowl next week with a Bar-B-Que.

· EOPS – M. Yanez announced EOPS will hold a number of holiday programs including adopting a child, buying a gift from a wish list, and a holiday event on 12/22.
