Call to Order and Approval of Agenda

Treasurer's Report
Len Glover stated that the balance in the Faculty Association ac-
count is $1467. Mr. Wood invited concerned parties to remain briefly
after the meeting to consult as to the account numbers to be used for
the disposition of our $2500 district funding.

Incidentals
Mr. Wood drew the Senate's attention to the Separation of Church and
State Essay Contest and mentioned that a grievance concerning CSIT courses
had been filed with the Curriculum Committee. Mr. Glover questioned how
winter and summer session dates are decided. Ms. Smith will consider the
request for a nomination for an Outstanding First Year Teacher Advocate.
The first meeting of PAC's Academic Affairs Committee will be in the Music
Building Conference Room, this Monday at 1:30.
Matriculation Report
Mr. Wood reminded the Senate of the key questions he had e-mailed all
senators for their consideration and input.
State Academic Senate Fall Plenary and Area C meetings
Mr. Wood has only just received the official notices and proposed resolutions
for these meetings. He announced the dates and locations of these meetings
and invited all interested senators to attend.
Mr. Wood also asked if our Senate would be interested in hosting this
year's Tech Expo on behalf of the DAS.
CONSENT AGENDA
Course Completion
Unanimous consent to the motion as noticed (McMurray/Glover) :
Whereas our nation is in a crisis, and
Whereas many Harbor College students have been called up to support
military and security needs, and
Whereas Harbor students in the National Guard may have to readjust
their lives and their schedules to assist in the emergency.
Be it resolved that the Academic Senate of Los Angeles Harbor College,
requests that all faculty attempt to make any accommodations which are
appropriate to assist these students in completion of course work. These
actions may include issuing incomplete grades, early test giving and early
assignments of term projects.

NOTICED MOTIONS
Accreditation Report
MSU (Smith/McMurray; 13, 0, 0) to receive the report as published.
MSC (Stanbery/Barakat;10, 2, 0) to approve the report as published,
effective November 1, if no specific reservations to the report have been
duly noticed prior to the Senate meeting of that date and adopted at that
meeting.
MOU on Governance Agreement
MSU (Lemon/McMurray) to adopt the MOU as noticed, with one change in
the language of point 3 (the term "campus policy issues" to read "campus-wide
implementation issues"),
MSU (Lemon/McMurray) to reconsider the previous motion by changing
the initial clause to read "1 faculty representative from the AFT Faculty
Guild and one from each division" , the final text of the proposal to read
as follows:
Proposed Memorandum of Understanding
for signature by the college and Academic Senate
presidents
1. The term "general campus policy issues" in Article I of the Harbor
College Participatory Governance Model shall be interpreted to mean those
campus-wide policy issues which are not academic and professional matters
under the law; and Article I as a whole is naturally to be construed consistent
with the provisions of Article IV, Section 1, of the document, affirming
the primary responsibility of the Academic Senate for making recommendations
to or reaching agreement with the college president on academic and professional
matters.
2. The provisions of Article II defining constituency responsibility
for PAC representation shall be construed also to apply to PAC standing
committees, with all faculty representatives on PAC committees excepting
designees of the AFT Faculty Guild to be selected "as the Academic Senate
shall determine."
3. Article III, Section 3, shall be construed to mean: ""Serves as
the campus committee which facilitates the routing of campus-wide implementation
issues to the appropriate bodies."
4. The provision of Article VI, Section 1, defining faculty representation
on the Academic Affairs Committee shall be construed to mean: "1 faculty
representative from the AFT Faculty Guild and 1 from each division, at
least four of these divisional representatives to be division chairs nominated
by Division Council, and the remainder to be nominated by their respective
divisions, all appointed by and responsible to the Academic Senate."
Mr. Wood stated that Dr. Spink had approved the draft text of the MOU.
Ms. Smith thanked Mr. Stanbery for his help in developing the MOU and stated
that it minimized the concerns she had expressed about the Governance Model.

Mary Ramos reminded everyone about the October 24 Teach-In. Ms. McMurray
expressed a concern that part-time faculty are not noti-fied of these events
sufficiently far in advance and it often is not clear to them that they
can take their classes to these.

grants.
