OPENING PROCEDURES
Call to Order and Approval of Agenda
The agenda was approved with the adjustments shown below. Ms. Smith having requested that motions distributed by her be added to the agenda, Mr. Wood ruled the motions out of order for the reasons given in the meeting packet. MSF (Smith/Glover; 3 to 11) to appeal the decision of the chair.
Treasurer's Report
Len Glover stated that the balance in the Faculty Association account is $1267.
Approval of Minutes
MSC to approve the minutes of Sept. 20. Mr. Glover suggested that inasmuch as the new Senate Constitution imposes penalties for repeated absence, all senators should report intended absences to the Senate secretary before being excused, and Ms. Smith emphasized the importance of divisional designation of senators and alternates in the way the new Constitution requires. Mr. Wood will so remind division chairs.
SPECIAL ORDERS
Accreditation Report [Caldwell]
Dr. Caldwell introduced the draft copy of the report distributed to all senators, subject to any technical adjustments in phrasing and expansion of required documentation resulting from the college open forum to be held October 8 and district-level input, pending final action by the Senate October 18. Ms. Caldwell was thanked for her impressive work on the document.
Senate PAC nominations [Wood]
Ms. Fasteau, Mr. Barakat, and Ms. McMurray were nominated as the Senate's representatives on PAC. There was unanimous consent to their election.
MSC (Stanbery/Fasteau; unanimous) to invite the divisions whose chairs were not nominated for Academic Affairs Committee membership to designate nominees for membership on that committee, all nominees to be appointed by and to serve by the authority of the Senate.
MSC (Smith/Fasteau; unanimous) to confirm the four Division Council nominees for membership on the Academic Affairs Committee,
to serve by the authority of the Senate.
After several nominations for faculty seats on other PAC committees, there was unanimous consent to rescind the previous motions and defer final action until October 18.
MSC (Stanbery;Fasteau; unanimous) that all faculty representatives on PAC committees excepting AFT Faculty Guild designees are appointed by and serve by authority of the Academic Senate, and shall report regularly to the Senate.
President's Report
Mr. Wood relayed a written announcement from IMPAC and conveyed the immediate concerns of the Matriculation Committee. Ms. Smith emphasized the necessity of clarifying committee structure, juris-diction, and membership. Her concern was widely seconded. Ms. Smith was designated as Senate laison with the local chapter of the AAUW.

NOTICED MOTIONS
PFE
On the recommendation of Mr. Lee, MSC (McMurray/Smith; unanimous) to endorse continuing funding of proposals 6 through 8 on the PFE priority list, including the Life Skills Center. Ms. McMurray, Mr. Hirsch, and Ms. Fasteau will prepare the strongest possible rationale on behalf of the Life Skills Center for presentation to the college president.
COMMITTEE REPORTS
Curriculum
Ms. Fasteau reported the approval by the committee of the following courses:
Architecture 65 ... Computer for Designers ... 3 units
Addition of an existing District course
Prerequisite: None. CSU/UC. Degree applicable. Rationale: student-industry demand.
Electronics 99 ... A+ Certification Program ... 4 units
New course
Prerequisite: None. Occupational. Degree applicable. Rationale: student-industry demand.
Japanese 21 ... Fundamentals of Japanese ... 3 units
Addition of an existing District course
Prerequisite: None. Baccalaureate. Degree applicable. Rationale: student demand.
The report was accepted. Ms. Fasteau then drew the Senate's attention to a proposed MOU between the college and CSU Dominguez Hills for a joint guaranteed admission policy. It is the sense of the Senate that the college should complete the MOU for final approval by
the Senate. The next committee meeting for course approvals will be November 6 and the next Technical Review Subcommittee meeting October 16. It is essential for those desiring course approvals to be represented at these meetings.
EPAC
Pending equivalency petitions are being processed. The district's senior vice chancellor explained the 15-week conversion process (break rules, etc.). Several discrepancies in the calendar especially as regards the final exam schedule were pointed out.
Flex Committee
Ms. Smith drew the Senate's attention to the series of Monday afternoon forums which have been scheduled.
Budget Committee
Ms. Hollis reported that, since administration has raised prospective objections to the proposed Budget Policy and Procedures Manual,
the Budget Review Committee will be reconvened to consider any areas
of concern. The next Budget Committee meeting will be October 9 at 11 AM in the PRC. The District Budget Committee is continuing to reflect on why its allocation formula leaves Harbor in continual deficit.
ANNOUNCEMENTS
ASO
Mary Ramos notified the Senate that on December 11, 12, and 13 the ASO will be sponsoring a Final Exam Study Hall. At the suggestion of Ms. Smith, the ASO was strongly and unanimously commended for the Unity Day Observances.
ITAC
Mr. Musasinghe expressed the committee's concern as to its specific jurisdiction. Mr. Wood responded that this is part of the over-all committee structure problem that will be addressed holistically through the weeks and months to come.
