Administrative Report
Dr. Spink invited all interested faculty to participate in the Chaffee
College visit on Nov. 16.
The "migration" to the new district-template website is now underway.
Dr. Spink noted the assurance of the Chancellor that our budget solution
lies in growth and our budget concerns should be addressed through
enrollment management.
Dr. Spink alerted the Senate to the prospects of a Prop. AAA, stating
that CPC will be designating priorities for such a proposition on the
assumption that the board will authorize it at some point between now
and March.

Unanimous consent to the adoption of the Manual
as noticed for submission to the College president, on the understanding
that if Dr. Spink will not concur in the document, the Senate president
will seek further negotiation.
Suggested Evaluators for Vice Presidents
Unanimous consent to the adoption of proposed listing, on the
understanding that by "Division Chairs" is meant the chairs directly
affected by the work of the vice president concerned [see Appendix
1].
Proposed FHPC Positions List
Ms. Joiner summarized the process by which the recommendations were
arrived at in accordance with the FHPC Manual. Unanimous consent to
the adoption of the proposed listing for submission to the college
president [see Appendix 2]. Unanimous
consent to commend the committee and its chair for their fine work.

2007-2008 FHPC Rankings and
Justifications
- English 1- An English hire
is vital to sustaining a vibrant English program that is balanced
with lower level offerings and more advanced classes teaching
writing and analytical skills. Consistent full-time input is
seriously reduced with a current ratio of 4 F-T (with one on reduced
load) to 38 adjunct instructors. Complying with the Basic Skills
Initiative and the English transfer requirement are also in
jeopardy. English also generates high WSCH.
- Nursing 1- Nursing needs a
hire to revitalize its high demand and high performance program.
Not including limited or grant positions, nursing has 11
F-T faculty for a program that requires 14 faculty. As
the Nursing faculty dwindles, state and national standards, particularly
the P/T to F/T ratio, must be met. The health of this program, its WSCH-generating
potential, and its mission to train the next generation of health care
providers must be supported.
- Mathematics-A hire in
mathematics is essential to maintaining both programmatic and
college integrity. This vital program currently has a ratio of 30
P/T instructors to 6 F/T. The extremely high WSCH generated by
mathematics plus transfer requirements and the exploding need for
basic skills mandate a hire in this area.
- Speech- The speech
requirement is part of the backbone of our college curriculum. It is
required for both degree and transfer, yet Harbor has 1 F/T faculty
and 9 P/T. To remedy this imbalance by increasing class size
compromises the curriculum and jeopardizes the integrity of the
program. A 1.0 FTE is an absolute necessity.
- Developmental
Communications- The College’s desperate need for the teaching of
basic skills must be met with a full-time hire. Developmental
Communications currently has no full-time faculty (4 P/T) to develop
curriculum or provide program consistency. The college as a whole
would benefit from this hire because all students need to be better
readers and writers.
- Physical Education-
Commitment to a well staffed physical education and sports program
brings more students and publicity to L.A. Harbor College.
Currently the P.E. Department has 5 F/T and 25 P/T faculty. All
sports teams are coached by walk-on personnel. The high WSCH
generated by P.E. and the importance of maintaining curricular and
programmatic continuity make this a very important hire.
- Theater-Theater holds
growth potential by fulfilling the general education requirement in
the Humanities and interfacing with the community. The Department is
instrumental in supporting HCTV as well as developing multi-media
programs for stage and television. Despite a “facilities crisis”
related to its remodel, the department needs a full-time hire to
grow back its normal potential. Success of this program requires
more than one F/T faculty.
- * Culinary Arts – A F/T
hire would enable program development and curricular expansion for a
high demand field. The area holds high growth potential with
students coming from the Culinary Arts programs at Banning, San
Pedro, and Narbonne High Schools. A full-time hire would provide
coordination and a consistent link with community services.
- Architecture- L.A. Harbor’s
premiere architecture program must be sustained with a F/T hire. New
faculty will enable the program to carry its state of the art
program into the new technology building. New facilities plus high
demand hold the potential for growth.
- Counseling & ESL- These
areas tied for the 10th slot and both are vital for the
campus. Counseling needs to hire a Transfer Center Director to
support students as they move to 4-year institutions. This position
is essential for student support, retention, and transfer. ESL is
another potential growth area for the college. Currently a .4 F/T
faculty working in the discipline. It is essential that an
additional 1.0 FTE be added for program planning, growth, and
continuity.
