Administrative Report

          Ms. Carson reported that fall WSCH is almost identical to that of a year ago.  She also invited suggestions for winter session scheduling, particularly of classes for high school students, and reported district acknowledgment of a miscalculation in our funding base under the current allocation formula.  The October 30 CPC Hot Topics agenda will focus on facilities priorities.

 

CONSENT ITEMS

          Unanimous consent to designate Ms. Smith as the Senate's voting delegate at the fall plenary session of the State Academic Senate.

 

ITEMS/MOTIONS NOTICED FOR ACTION OCTOBER 5

 

          FHPC Motions

          MSU to adopt the three motions as noticed:

 

          I. Recommendation for number of full-time faculty probes for the 2007-08 academic year:

1.        Whereas the full-time faculty at Harbor College has declined in recent years to a level that is only 54% of 1982 levels;

2.        Whereas the President has only authorized the hiring of five full time faculty from 2004 to the present (three of those five positions helping fill accreditation standards in nursing and the library) only two replaced faculty in other departments that had NO faculty;

3.     Whereas departments such as CAOT, Accounting, Journalism, and Real Estate have no full-time faculty;

4.        Whereas the college no longer meets the 75/25 law, for instance the English Department reported a 63/27 ration last year;

5.        Whereas 16 position requests were made for the 2006-7 academic year

6.       Whereas the faculty is the major income generating investment for the campus,

Now therefore, The Academic Senates requests 20 probe positions for the 2007-08 academic year. 

 

II. Recommendation for funding for all day question and answer session:

The Academic Senate approve the expenditure of $150 for sustenance during the all day question and answer session on October 20.

 

III. Recommendation re the AFT Contract

The Academic Senate requests that, in accordance with Article 33 of the 2005-8 AFT Contract, the college president respond by November 1 to the Senate’s prior hiring proposals for the current academic year as Article 33 prescribes.

         

Curriculum Approvals

          MSU to adopt the following items as noticed:

          Business Transfer AA Degree [see attachment]

          History 11 (3 units - on-line version of existing course)

          History 12 (3 units - on-line version of existing course)

          Psychology 41 (3 units - on-line version of existing course)

          Engineering General 101 (2 units; 2 1-unit modules:  Engineering General        111A and 111B)

CPC and Other Committees/Concerns:

N.      Budget

          Mr. McKenzie stressed the importance of revising the district allocation formula.  He also announced that the state has funded several new block grants for which the college has now received its allotments, which the Budget Committee has referred as follows for recommended dispositions:  a General Purpose Grant ($274,000, referred to Division Council), a Basic Skills and Immigration Grant ($50,000 for each purpose, referred to the Career Education Program), a Career Technical Grant ($221,000, referred to the Vocational Education Committee), and a Scheduled Maintenance Grant ($383,000, referred to Plant Facilities).

          Ms. McMurray alerted the Senate to the importance of this issue and of Mr. Wood's coming report.
