Call to order and approval of agenda

          After birthday greetings to Ms. Smith, the meeting was called to order, and flowers were presented to Ms. McMurray with the thanks of the Senate for her exemplary service as Senate president.  The agenda was then adopted with the adjustments shown below.

 

SPECIAL ORDER

          Culinary Arts Program Initiation

          Unanimous consent to suspend the rules to consider the proposal for the initiation of a Culinary Arts Program at this point in today's agenda.  Dr. Tomlinson highlighted the hand-out summarizing the College's options under the new District food services policy including the proposal to initiate a Culinary Arts Program.  It was emphasized that it is not the Senate that budgets College resources or schedules College offerings, nor does the Senate recommend new faculty positions outside the FHPC process; and a Senate vote to initiate this program is simply a required step under our program initiation policy before any of these other steps can be taken.  In the course of two extensions of the time limits, Mr. McKenzie asked Ms. Parker why existing culinary arts certificate offerings cannot simply be expanded taught by adjunct faculty.  She responded that these are one-semester certificates, and the proposal under consideration is for a two-year program and effectively does require a full-time faculty member.  Several speakers stressed the impropriety of the new District food services mandate, and questioned setting the establishment of instructional programs that in effect require students to work to increase College revenue as a curricular requirement.

          MSC (11/0/1; Smith/Wickers) that the Senate recommends to the College president that a two-year Culinary Arts Program be initiated in accordance with College policy, and that the program be initially staffed by a limited instructor.
