ITEMS/MOTIONS NOTICED FOR ACTION APRIL 6

 

          District Action on SAP Payroll Problems

          M/S (Stanbery/Smith):

          The Academic Senate respectfully endorses the concept being considered by District Faculty Guild grievance repts, based on DMV and County property tax penalty rules, for addressing continuing problems with SAP payroll processing, and urges the Guild Executive Board to consider a proposal along the following lines:  That the District pay a penalty to any faculty member not properly paid, the penalty to begin at 10% of the mount owed to the faculty member for the first month the faculty member is underpaid, with the penalty to double for each successive month of underpayments, and to include any costs incurred by the faculty member because of billing deadlines missed due to payment delays.

          Unanimous consent to consider and adopt the motion as noticed, with the words "faculty member" replaced by the word "employee", and to substitute the word "during" for the word "for" in the clause referring to "the first month"; and to forward the motion to all employee unions and the DAS.  During the discussion of the motion, it was also suggested that mis-paid employees should receive acknowledgment as to the progress of corrective action when this has been pending for more than one pay period.

 

          Merger of Social Science and Behavioral Sciences Division

Unanimous consent to adopt the motion as noticed [Lemon/Young]:  "The Academic Senate approves the merger of the Social and Behavioral Sciences Divisions.  The name for the new combined division will be the Social and Behavioral Sciences Division."  The election for division chair is scheduled for May 2 at 2:30 p.m. in GC201.

Senate Committees:

F.      Flex Committee

          It was clarified that the deadline for submissions this spring is May 10.

I.       Middle/High School Advisory Committee

          Ms. Fasteau reported that the open house for new students and parents was held on March 25.  Over 250 people attended and the high school gained such a good reputation that parents from other school districts want to enroll their students.  The high school is now in its fourth year, and the college has applied for a $136,000 grant to fund a 1-year full-time college counselor and other services for the Harbor Teacher Preparation Academy, a program of the high school.

 

CPC and Other Committees/Concerns:

N.      Budget Committee

          Mr. McKenzie reported that district finance officers had visited the campus to reach agreement on a figure for the year's project deficit, reduced as a result from $2.8 to $2.1 million.  An outside consultant may be retained to assist the campuses with deficits in moving toward balanced budgets.  Ms. Shue stressed the importance of District reconsideration of the allocation formula and of enrollment management in securing growth pending increased funding.

P.      Staffing Committee

          Mr. Wood reported that the committee had recommended a replacement for the office of academic affairs administrative secretary, with an upgrade to administrative aide.  The committee also approved the replacement of a terminated employee to fill a vacancy, while four replacement custodians as well as one categorial matriculation counselor have been hired without clearance through the Staffing Committee.  CPC has directed the committee to develop a policy and procedure manual to clarify replacement hiring requirements.  Ms. Fasteau proposed that the Senate recommend essentials for the manual.
