Administrative Report
Mr. Rosas reported that the proposed district-wide hiring freeze has been imposed. No new position of any type will be authorized except by determination of the Chancellor that the position is essential.
The new buildings will not be useable until the fall semester has already begun, so every effort will be made to make the mid-semester shift to them as smooth as possible. Several possible precautions were suggested, including scheduling the shift for winter break.
Mental Health Grant
Dr. Tull briefed the Senate on the hand-out provided describing the proposed LACCD Building Successful Communities Initiative which would tap funding sources created by several pieces of legislation in a way that could become a model for the nation.

Academic Dishonesty
There was consensus to refer the item to APPC for consideration of whether the proposal would be improved by greater specifity.
Transcript Notations of 'Egregious Conduct'
Dr. Humphreys questioned whether a student should be permanently stigmatized in this way. It was pointed out that many colleges note expulsions on transcripts; this proposal would do the same and add that the expulsion was for defined behavior.
Essential Skills for Student Success Report
Dr. Humphreys reported that the district has just advanced the submission deadline to April 1, making it impossible to complete a draft in time for Senate approval. Unanimous consent for a draft of the report to be submitted to the district pending formal Senate approval at the Senate's next meeting.
COMMENTS ON DISTRIBUTED REPORTS/NOTICES/COMMITTEE MINUTES
Curriculum Committee
Ms. Fasteau drew the Senate's attention to the portion of the written committee report noticing new courses for approval at the Senate's next meeting, and then commented on the remaining items in the report, announcing the offering of a Teacher Pathway Program involving two cohorts of 30 students beginning April 14.
Academic Affairs
Dr. Humphreys summarized the discussion at yesterday's meeting, emphasizing the necessity of relating the college strategic plan to the district strategic plan and devising a process for integrating Harbor's unit plans into a cluster plan. Ms. McMurray and Mr. Wood stressed the importance of the April 7 World Cafe all-campus retreat on essential skills.
Vocational Education
Mr. Young reported that all requests for Perkins funding were approved.
Work Environment/Facilities
Mr. Young commended Mr. Hernandez' work on the emergency preparedness subcommittee. Bus benches will be provided on 'L' St. in part to safeguard the college against potential litigation. The committee recommended that the new 3-hour emergency procedures training session required for all California college staff by October 1 should be held opening day this fall. It was suggested that instead of using opening day, several sessions for different dates and time-frames be scheduled, with non-participation to be a factor in faculty evaluation. Considerable discussion ensued. Unanimous consent to authorize the Senate president to reach agreement with the college president as to the process by which opening day is planned.
