II. Review of Minutes of 2/9/09
Approved by consensus.
III. Update on Construction
M. Bishop distributed and discussed the Timeline, Schedule (College Level) and Budget Report:

NEA and SSA just received an award for sustainability from the State Chancellor’s office.

NEA: the cracks in the floor are not from the recent earthquake

NEA, Technology and Central Plant are in the ‘pick list’ stage.

Central Plant issue: it was designed to heat/cool the entire campus, which has not yet been completed or hooked up. This causes the chillers to function erratically; a small chiller will be bought and installed to handle low-load conditions.

CDC will be finished and occupied around the end of this year. It is currently at the 55% mark of completion.

It is planned to occupy the PE building by the first quarter of 2010, or the last quarter of this year. That will happen once the old PE building is demolished. It is anticipated that staffing may be a problem; the work out rooms, etc., will be open all day and available for use by students once they have attended a class to learn the equipment. N. Carson suggested we explore using CSULB PE students as interns to assist with staffing problems. The new facilities will need to be marketed to the local health community. There had been talk of Kaiser adding a wing to the building, but they could not find funding; there will probably not be enough space for a wing once the building is completed.

Fine Arts Quad: Next step is the landscaping. Past contractor issues were discussed. The rigging, lighting and sound package for the theater is at the DSA for approval. Steinberg Architects is working on the project, and is exploring what was value-engineered out to be re-included in the project.

LRC is in the process of being signed-off by DSA. The deadline for state funding is 6/1. The LRC is an award-winning design.

The Science Complex: in the selection process for design/build; the design/build process enables us to choose based on qualifications rather than the lowest bidder.

TV Studio: the old equipment is out of date; new equipment will need to be purchased and installed.

The Parking Structure is in the middle of the design phase. It has been decided to build only one parking structure, with expanded parking space; it is anticipated we will have 1200 more spots once construction is complete. During construction, we will continue to make use of the city lots.

The Sustainable Energy Project is underway. The initial construction phase of paving the lots is underway; the next phase is construction of the poles and then the roofing/solar panels after final DSA approval has been secured. The top level of the parking structure will also be covered with the photo-voltaic panels. At completion of the project, we should have 2 ¼ megawatts of generating capacity, which should cover the peak demand on campus. We are also considering building integrated wind generators as part of the new science complex.

Infrastructure Upgrades will complete this project for the rest of the campus. We will be renovating the old Administration Building, including air conditioning. Lighting will be improved; the telephone system will be replaced campus-wide. AS of June 1, we will be hooked into the state emergency notification system, “Alert You.” Maintenance equipment is included in the project. FF&E left over from A/AA will be included in this part of Measure J.

The old Administration Building will house Job Placement and Data and possibly the One Stop; it is being re-programmed now, and will be a design/build project.

Extended Education/Community Services is going into the old GC building.

Campus-wide Landscaping and Hardscaping will cover what is not in a building project. It will include signage, way-finding, lighting, replacing old windows, upgrade building exteriors.

The Astronomy Building renovation will include air conditioning.

The Student Union cannot be built until the Science Complex is complete. Included in the Student Union will be a conference center, food court, restaurant.

Potential Land Issues: No progress to report; we are currently in discussion with Janice Hahn’s office. The question needs to go back to CPC.

N. Carson discussed the last DOC meeting, including policy and funding for public art on campuses.
