Meeting called to order at 4:40.

I. Public Comment Time

No public comment.

 

II. Review of Minutes of 7/10/08 and 10/2/08

Approved by consensus, after changes to 10/2/08 minutes.

 

III. Update on Construction

1) L. Nelms discussed the ribbon-cutting on 1/21 for the NorthEast Academic Hall and Student Services/Administration Building, commenting on the beautiful buildings and the excellence of the food and the event itself. L. Spink reported that another big event is planned for the Technology Building, and discussed use of local establishments for catering for the 1/21 event.

 

2 – 10) L. Spink discussed:

        • the lengthy punch list for NEAH and SSA

        • the logistics of the start of classes for Spring semester and using the new NEAH for classes and the new SSA for registration, etc. and the success of the arrangements made by the divisions and the admissions offices and financial aid offices

        • the individuals in the new Technology Buildings moved in last week, and classes are being held in the new building.

        • Measure J will include a Science Complex, including Life Sciences and Physical Sciences. The business building will come down this spring; the project is being done as a design/build. M. Bishop added that the Science Complex is planned to be a 49 million dollar building, about 80,000 square feet; it will be the single largest building on the campus. There will be four lecture halls and about 12-14 labs.

 

M. Bishop continued to discuss the design-build process, including elaborate nature of presentations by the firms in the running for the project, scoring process, compensation for the firms not chosen and next steps after a firm is chosen. Once a firm is chosen, expected completion time is 16 months.

M. Bishop distributed and discussed the Master Plan, including:

  •  
    •  
      • Measure J:

        • Only two buildings built under Measure J: Sciences and Student Union plus

        • two parking structures; one immediately North of the PE/Wellness Center and the other on the North half of Lot 8. Between the two, we will be able to accommodate 1,000 – 1,300 cars.

        • Utilities project for the east side of campus; this will complete the modernization of the infrastructure of the campus

      • Currently in construction are the CDC and PE/Wellness Center.

      • Student Services and Administration, NorthEast Academic Hall, Central Plant and FM&O are completed and occupied.

      • The Library has been designed. The architect completed the working drawings which were submitted to the DSA in October; we should have DSA approval by March, and we will make the deadline from the state to receive their funding.

      • The state freezing funds will not affect the Library, CDC and PE/Wellness; the Board of Trustees has made the decision to move forward with the construction and front it with funds from Measure J.

      • The last building being completed under Prop A/AA is the LRC/Library.

 

11) We have initiated discussions with Rec and Parks regarding a land swap. We can buy out the driving range; we have 19 acres for possible land swap. There are two pieces of land for sale on Pacific Coast Highway. With a land swap, with the golf course, we could have access to the campus from the pacific Coast Highway. The campus has agreed to look at the possibility. We could possibly have to build a parking structure; that funding could be spent on the property, which we would use for public/private partnerships, etc.

 

VI. (Out of order) Proposition J

M. Bishop distributed the Measure J Project List and discussed:

  • The Student Union, which will house Culinary Arts, DSPS, dining room/restaurant, food court; on the second or third floor: health center, business office, bookstore and a conference center.

  • Picking up the scope of what was not accomplished under A/AA in Measure J.

  • The old Administration building will be remodeled for the CalWorks Job Placement center (the SW corner of the building), and discussions are ongoing with the City about moving their “18-24 Out of work and One Source Center” onto campus.

  • The Community Services department will be moving into the GC Building; it will be remodeled for them.

  • The TV Studio is in the east end of the technology Building; that portion of the building is complete with the exception of the equipment, which will be purchased with Measure J funds.

  • The Astronomy Building will be renovated.

  • Campus-wide landscaping/hardscaping will include replacing all of the sub-standard walkways; landscaping will be implemented. Includes increasing and improving site lighting, etc.

  • FF & E replacement: 11 million dollars to replace old furnishings.

  • Existing Building Exterior campus-wide upgrade will replace the old windows, etc.

  • Land Acquisition possible deal with the other property.

  • Infrastructure Upgrades includes putting the existing buildings on line with the central plant for air conditioning.

 

IV. Budget/Financials Review

M. Bishop distributed and discussed the budget update. Discussion included:

  • A number of the projects ended in the first quarter of this year (NEAH, for example)

  • Modernization of the theater is stopped until it goes out to bid.

  • A design/build team has been selected for the parking structure.

  • There is a proposal to run ads on the marquis; there is money for fixing it.
