Meeting called to order at 4:43pm by M. Martinez, Chair.

II. Review of Minutes of 11/1/10
Minutes of 11/1/10 approved by consensus.
III. Bond Measure Update (T. Johns)
T. Johns distributed and discussed the Project Financial Report and the Harbor College Construction Sequence. T. Johns also presented a PowerPoint presentation of the construction projects. Discussion ensued.
1. Master Plan 2009 (T. Johns)
The Student Union building site was chosen with the understanding that at the time, there was nowhere else to put it.
Potential problems with plan: deliveries congested, food waste from Culinary, odors throughout SSA and NEA
M. Martinez voiced concerns with the 2009 Master Plan:
Under this plan the SPS program was in a separate location and isolated
Budget was also a concern
2. New Master Plan 2011 (T. Johns)
T. Johns gave an overview of the Proposed Changes to the Master Plan. M. Martinez commented that the changes to the Master Plan gave an opportunity to invest in programs such as Nursing and Community Services that there were no plans to invest in. Discussion ensued.
A. Proposed Changes (T. Johns)
i. Student Union
Consolidate proposed Conference Center with new multi- purpose Student Activities Center
Reduce planned Culinary Arts facilities by approximately half
Relocate selected Student Services functions from existing Student Services and Administration (SSA) Building to Student Union (Student Center) Building
ii. SPS/Health Building
Delete construction of new SPS/Health Building and locate SPS/Health Center functions into existing SSA Building
iii. Astronomy Modernization
No change in scope
iv. Infrastructure
Revise present design to accommodate new location of Student Center
v. Landscaping
Revise Landscape and Wayfinding design to accommodate location of Student Center
vi. Security
Revise Security Design to delete Nursing and General Classrooms from scope and add modernized Science Building
vii. Nursing Building
Demolish existing building and remodernize old administration building
viii. General Classrooms
Demolish existing building and relocate function to old science building

IV. District Oversight Committee Report (N. Carson)
N. Carson remarked that the District Committee had not met prior to this meeting. Discussion ensued regarding West Los Angeles College's construction situation. N. Carson discussed the Van De Kamp Coalition and building.
V. Items from the floor
M. Martinez discussed West Los Angeles College (WLAC)'s over budgeting of their bond program and reiterated the importance of this committee in terms of overseeing the bond construction at Los Angeles Harbor College. He remarked that the last 50 million was spent in the best and smartest way and that it was important the Campus community had lots of input. M. Martinez commented that a recent CORE Committee meeting had 100 plus people attending the meeting.
