LOS ANGELES HARBOR COLLEGE

OFFICE OF ADMINISTRATIVE SERVICES

MANAGER’S MEETING

MINUTES

APRIL 8, 2010

Present: Dr. Ann Tomlinson, Nestor Tan, Mark Zankich, Claudette McClenney, Ivan Clarke, Tatyana Grinberg

The meeting began at 10:00 a.m. in the President’s Conference Room with a short discussion about the sheriff’s contract. Our contract with the sheriffs is $1.2M per year. The sheriff’s office has cut down on expenses by eliminating much of their overtime. There are those on campus who would like to eliminate the sheriff; however it is a district contract and the sheriff’s are a necessary presence on campus. There are others who would like to see the bookstore outsourced but closing the bookstore would not help program 100. The bookstore managers have become proactive in trying to reinvent themselves.

The focus of the meeting was on accreditation and program review. Dr. Tomlinson asked the managers to do a self-assessment of their areas. She went over the Non-Instructional (Administrative Services) Program Review Self-Assessment Form in detail using IT as an example. Questions from each area of the form were reviewed and discussed. The major areas included:

Mission, Purpose, and Goals of the Program

Program Effectiveness

Plans for Improvement

Evaluation of Program Changes

The IT manager reviewed his area as an example. In summary the following points were discussed:

IT supports both Administration and Academics.

They need a coherent district-wide system.

Their mission is clear but their scope is not; their mission is larger than their staff.

There is a misperception of IT’s role; their service is not well defined.

There is a serious need for adequate IT staff; there is a disconnect between goals and adequate staff.

Secretarial support is needed.

A certificate training program for IT may be helpful.

Dr. Tomlinson requested all managers complete the program review self-assessment form keeping in mind the three D’s--Demonstrated, Data, and Documentation, the five-year program staffing profile , staffing needs, equipment and other resource needs, and facilities needs.

The meeting ended at 11:30 a.m. with plans to meet in two weeks.
